As you can see stable perfect throughput until 7:55 when it takes a nosedive. It has continued to decline to where its now, useless. The proxy makes no difference.

Getting some garbage throughput on NNTP. Barely scratching 14MB/sec with 60 odd connections to the server, whereas daytime is 22-23MB/sec. Octotel, Kenilworth.

Tell me again how these results are not a CISP issue? The packet loss on local falls into the realm of negligible if I'm not mistaken, yet international spikes up to 3% in places?
Still barely scraping 19MB/sec on NNTP this morning. No packet loss anywhere on the MTR to server. This is really starting to smell like over-subscription / shaping / throttling.

I've sat with this issue for 6 months patiently waiting for a fix and I still cannot stream twitch in the evening. I'm at the end of my rope now. I need a resolution or a change because this is not working.

Not really. It depends on the streamer you are watching and where their ingest server is. If it is live feed, twitch will try and serve it straight from there, otherwise you will get "outdated" feed. Or at least that is how I understand it works.
Close being the operative word. Max line speed for me is 23MB/sec, so that's 4MB/sec lower, which is a full 17% drop. And this is during non-peak times - peak times (evenings) it struggles to reach 14MB/sec.
