I'm in the same area as you, also on Frogfoot, 200/200.
I don't currently have any of the issues you seem to be complaining about (even though my iperf shows massive UDP packet loss to JHB and a little to EU, I don't see any of it reflected in my download speed or latencies in-game), so either I'm missing the issues or it's your line that's the issue in this case - we can easily check that by running the same tests on your line and my line?
Ping me if you want me to duplicate any tests you do on my line so we can compare if it's an area problem or a line problem.
I'm seeing the same weirdness, especially to JHB and a little on EU with the iperf tests, but it doesn't seem to be affecting my speeds at all - I've been playing Path of Exile all day and while the EU iperf shows some packet loss, I can't actually see it at all in-game. Weirdness.
