Why not do a sliding scale. Reduce the fees every year by taxing the increasing amounts of graduates that come out after this rule. It's not fair to tax people that had to pay their own way.

Sammy, you only care about the students. You do know we have millions of poor South Africans which are not students, right?
We should channel money towards basic education, feeding schemes for under-nourished children, clean water and basic sanitation for the millions of poor citizens.
We should not bow to the students just because they shout the loudest.

A graduate tax still ensures you're paying for it but if much less of a burden on the individual.
No one is saying funds should be redirected from any of those issues.

You are shifting the goalposts once more, from "what had been burnt?" to "police investigations are still to be completed" to "doubt the perpetrators were students".

Your assumption that none of the student protesters have been involved in any acts of violence has no concrete evidence to support it. On the contrary, the balance of probability supports the conclusion that student protesters have been responsible for various acts of arson, vandalism, and criminality.
