I am considering moving ISPs mid installation clawback and want to know if I am liable for the installation clawback or not. I will be staying on the same FNO and line just migrating ISP.

One rep said they can't see why they need to bill me if I stay on the same FNO the other says I will need to pay an early termination fee for cancellation. Can anyone help me clear this up or if anyone has been in the same boat share experiences would appreciate it!
 
Installation clawback is usually applied at the ISP level because that is fees the ISP was charged when your new line was installed or activated.

If you cancel with the ISP the cancellation charges will still apply even if you change ISP and stay on the same FNO. It's very likely that a new clawback/cancellation fee/term will start once you activate on the new ISP due to an activation fee also charged by the FNO to the ISP even though ISP's absorb or waive these fees on signup.
