I had to check on Google earth for this place- I'm not surprised that the speeds are so low, I mean how many people are in that area, wowsas!!!
There plans for 8 new sites in the area though, once those come live that should alleviate some of the issues.
So MTN kept the spectrum on the 3G bands so it can serve the massive population around this tower I think.
LTE more stable and better ping but slower speeds while DC-HSPA+ provides for much faster speeds but not very stable ping due to congestion I would assume.
They activate the LTE on a 3MhZ MIMO as opposed to 5-10, the LTE is more of a fallback for the time being while we sit and wait.....and wait.....and wait for spectrum...
