MWEB Throttle - Advise Needed

I'm also paying for a 4mb uncapped line and I'd be lucky if I get to download at 2mb speeds. It's been this way for weeks.
I wonder if it constitutes fraud?

Afternoon zeb, are you referring to actual download speeds or speed test results?

I'm having the same problem. Speed test results show full line speed but youtube and downloading is like less than half the speed I should be getting. I'm on a 2mbps uncapped. I've been monitoring it and it happens every day.

I don't normally download that much but I just did one just to test. It was a direct download, I don't do torrents. It was averaging like 0.8 mbps. I do allot of streaming and I cant even watch 480p youtube anymore because of the constant buffering. I'm on a 2mbps uncapped

Based on these results though it does look like you may be affected by congestion at the exchange.
I would like to test the line as well to see what sort of readings I get.
