Not really, no.
Note how the later hops are all quicker than that one. If it were slowing things down that would not be the case.
That being said, IS should take a look at it, it's not healthy.

Can anyone possibly explain the 3rd hop I'm seeing? I've spoken to Telkom and according to them it's not exchange congestion. The exchange I'm on maxes at 190Mbps and during peak periods it's only reaching 160Mbps according to the stats.

Ignore the packet loss on the first hop, I believe that's the routers firewall doing its job.

I had a problem on Clareinch where only the hardware I and some other unlucky folk were on was getting congested in the evenings. Telkom gave me the same story at the start with "Oh but there's still tons of bandwidth on the exchange." I had to send them logs from peak hours for 3 days and then they investigated it...

My streaming is shot but my gaming is fine. Playing League of Legends on EU 180 ping.
 
I have actually been having some problems streaming with HBO / Showtime and other similar channels from the states. but this only happens between 6 and 7pm and then it clears up.

will have to get logs tonight and send through.

I've been playing Destiny on PS4 the last 2 weeks and thankfully all is well.

You can ask Telkom to check the ATM internal ring nodes. I was struggling with congestion on my exchange - and much like you - was told that the unit itself never reaches even close to saturation during peak time. However upon further deeper investigation by the engineers they found a congested node on their ATM ring. This can be resolved by load balancing :)

Ask them to check that.
 
I really want to upgrade my line from 20Mbps to 40Mbps...but with the current performance issues on these accounts it won't be worth it. I'm not getting even close to my full line speed currently

I am not even getting my money's worth out of a 4Mbps account :mad:
 
Is there any data or speed limit on the CW news servers on a home capped account?
Would be nice if this info was present during signup :)

Even the odd couple times I've had to finish something outside of the midnight-six window, I've never not had full line speed. I am in KZN though and we have oodles of capacity apparently :p
