Pc Won’t start properly

It only happened today, When I plug my PC in (I always unplug is for fear of Eskom and Lightening) And Switch it on, The Fans start running (one running of the IDE power plugs) But no power Goes to the DVD-ROM or the hard drives I suppose. Nothing come up on screen (little light stays orange) no beeps, just the fans running HELP Please?
I’ve tried unplugging, swapping chopping and changing the RAM sticks….. No Change
Unplugged The Hard Drives and DVD…… No Change
Bashed The Case….. No Change
Unplugged The Graphics Card….. No Change
Tried Everything Listed above with no change… (Malema Would be disappointed lol)

Please Help

Your PSU is dying (it's dead but not quite), common sympton and has happened to me before and saw it on other PC's.
