To be fair, I don't see any reason why it should be free. Even local bandwidth has an overhead cost to provide, albeit much lower than international bandwidth, and the provider has a right to recover that cost. While it'd be nice to have that free lunch, it's not entirely realistic...
Yes, true there is an fixed overhead cost to provide local and international but shouldnt the government be paying (like north america)? I mean this is something that is a key factor to economic growth right? technological resources?
