Yes, true there is an fixed overhead cost to provide local and international but shouldnt the government be paying (like north america)? I mean this is something that is a key factor to economic growth right? technological resources?

No free lunch, just realistic prices. What ever you do with that local is up to you as the consumer. Too bloody right! :)
Local bandwidth should really be provided at a very low cost...sure maybe not free but at least at something affordable to everyone. People always talk about education but they never see the opportunities. This kind of change could seriously promote the technological advancement of our nation - and right now we seriously need that!

Re-reading that I think I'm far to optimistic sometimes. Ah well...life is short so why not dream!

Most other countries in the world seem to manage just fine without caps. It is just another way for Telkom to make money. It's perfectly realistic and entirely attainable. If they do want to insist on a cap to limit heavy users then make the cap like 1 terabyte.
 
The ludicrous ADSL line rental more than pays the cost of free local access. Always did, always does, probably always will.

Well if you would go ask your local friendly telco the story would go like this ...

1. Telephone line rental - for the local loop (copper line) & the voice port on the exchange switch.

2. ADSL line rental - for the DSLAM port, backhauls from the exchange, intermediate switchs and the ESRs. Basically some small portion of the access network gettting you to the IP part.

3. Traffic charges - Usage on the IP network e.g. national and international routing & transit.

In most other markets 2. & 3. (& sometimes 1. as well) are bundled together
into one price.

PS: Not agreeing/disagreeing, just giving you their perspective.
