Your explanation (although I get it, is not an excuse) doesnt explain why internet is bad all day round. If your case were the main contributor to the problems we have now then It would only show it's face after hours, at worst, after 14h00 when the kids are back from school. There is no "nail" that has one head here, I think we're dealing with a multi-headed serpent, Netflix, IPC price cuts, and free speed upgrades are all to blame here in one way or another. Maybe they should "deploy" these things in lockstep rather than all at once.
But hey what do I know, I am not a network engineer.
