I’m curious to know if Telkom mobile LTE sims can achieve carrier agrigation between their 1800Mhz FDD and 2300Mhz TDD LTE, and if this is the case is it possibly why Telkom LTE is so Battery heavy.

They unfortunately don't. They use 2 x 20MHz carriers in band 40 for aggregation...
I feel Telkom is missing the oppertunity here. They are in a unique position to be the first in sa to provide 3ca with 2 x 20MHz carriers in b40 and 1 x 10MHz carrier in b3.

Thanks Cavedog is it possible to choose the bands and if so how do you do it?
Unfortunately on most devices you can't. On routers you can use tools to help force a specific band but not necessarily whether ca or mimo should be used which is a bit dissapointing though. Would have loved to test performance in 4x4 mimo vs 2ca. I'm pretty sure Telkom is doing 4x4 mimo on b40.
Look at the Telkom tower and then look at the sector antennas. There are a lot of plugs going into those sector antennas.

On my s8+ I downloaded an app called " QuickShortcut-Maker" in this app you can open up "hidden network setting" then you can chose "band selection mode".
This allowed me to force my s8 OFF 4g+ as the upload was rubbish
