Yeah cloudflare is limiting single TCP connections to 100Mbps. When they had an outage and traffic was routing to London or Amsterdam the same file/address served by those CDN were not limiting traffic at all but obviously the latency and transit starts playing a role on 200Mbps+ connections.
Cloudflare free tier uses DUR datacentre and traffic goes via the standard transit. Pro and Business tier use JNB datacentre and use the premium transit. Compare http://mybroadband.co.za/cdn-cgi/trace to https://platinumwealth.co.za/cdn-cgi/trace

This also applies to Australia and some other fringe regions, due to costs.
