Is it the same?
If I were to use news.axxess.co.za instead of news.saix.net, would I be able to download faster?

EDIT: I know that Axxess local also runs off of SAIX
 
No...

Both those URLs resolve to the same IP - 196.43.2.61.

You might as well connect to the IP directly, because there are occasionally resolution issues with some of its many URLs.
