Will the new ICASA rules re handsets apply to Neotel as well?

I don't think so.

From the draft:
“Mobile handset’’ meam GSM terminal, including z1 Community
Service Telephone wnnected via a 0-SM radio link which may be used

been conveyed by means ofthe PLMN all of which are duly licensed by
the Authority;

Neotel does not use GSM :(

Edit: sorry for the spelling mistakes, copy paste from the Icasa pdf is messed up... But the point is that this only applies to GSM handsets.
