I know for a fact that the major cities in South Africa have been rigged with fibre optic cables on street level about 3 - 4 years ago. Every block has a fibre optic data pipe thicker than the human arm lying there doing nothing or very little. Thus the infrastructure is there (in the cities) just lying around. This was done as part of some contract requirement Telkom had with a Malaysia telecom (which has or had a stake in Telkom's operations).
Anybody out there who can give more detail?

Long and short, unless you're within 1200m radius of your exchange you wont be experiencing a piece of the VDSL pie.
