Randburg exchange down 5-30pm to 7-30pm every day?

Can anyone suggest why my DSL modem loses it's connection to (likely Randburg) exchange every day between around 5:30pm to 7:30pm every day?

The problem started around two weeks ago - every day the same fault appears (blinking light on modem).
 
It seems a bit odd that the time is so specific between 5:30 and 7:30. I would imagine that if there was a problem that it would be intermittent throughout the day. Unless they are carrying out repairs or upgrades at that time to minimize the effect on business and on home users who only really get a chance to use the internet after dinner and after the kids have done their home work or gone to bed
 
Lot of infrastructure work taking place in and around randburg CBD relating to telecoms...could probably be the reason.
