Does Mweb/Telkom throttle Ptp downloads (Soulseek) and torrents? I suddenly get download speed less than 1 K p s while if I open TheRegister's website, it shoots up to about 60 K

Yes, they are shaped.
But you can circumvent this (mainly for downloading) by opening specific ports in your ADSL modem/router or using bridge mode.

Afaik shaping is per protocol, not port - so you will always be shaped on non http p2p traffic... no matter what port it communicates on... correct me if I'm wrong.
It does, however, help to open the right ports on your router as you will have a more direct p2p connection - i.e. you won't be relayed... it doesn't help with shaping though afaik.
More intrigue. When I went on just now - again with Mwb - the speed was much better (still Soulseek). In the vicvinity of 27 K - in other words actually downloading. Is this speed fluctuations that we as South Africans must just chew and eat and nothing to be done about it?
I mean, I was hoping on Neotel. Ha ha! Suckered again.
