What kind of answer is that? A lousy one. You're being overcharged for crummy ISDN so since ADSL is marginally cheaper one should feel overwhelmed with a fuzzy warm glow? Still doesn't mean you're now getting value for money. This is just a side-step and a poor one at that. He's fortunate I wasn't the interviewer.
