With this I disagree. It's like comparing Clifton and Durbanville with Langa and Gugulethu. It's just not the same. That alone should speak volumes. Affluent suburbs are easier to police, easier to come and collect traffic fines, reposess houses and cars, as compared to townships. I wonder why that is...
