Can anyone else connect to the UT3 server with local only?

The UT3 saix server seems to be invisible from the server list and according to gametracker
http://www.gametracker.com/server_info/196.4.79.64:7777/
The server is dead (offline)

For some odd reason though, I can all the sudden connect to it with any of my local accounts. No logging into gamespy or tricks involved.

Usually I had to connect both international and local to login and then disable international on map load to save my int cap.
Or just play with my international cap.

Can someone check and see if they can also connect via local only. Would be great if it stayed this way. Well not to sure about the invisible part and server showing up dead on gametracker(can't spy on peeps anymore...)

To connect press ~ then type in
open 196.4.79.64

A few minutes after I joined the server via the open command the status of the server changed back to alive on gametracker.

It seems to be dead again though. Can someone please check if they can join via a local only account when it's in this state. I also notice it stops updating in HLSW.

Are there a few people that play on the server?
