Drivers and learners - legality of going to nearby towns?

Hi all,

Tried searching but couldn't find anything definitive.
Does anybody know for sure what the legal/bureaucratic siutation is vis a vis booking for your learners or drivers license in a town where you don't live?

I'm pretty sure I heard the provincial MEC for Transport in the Western Cape a couple of months ago saying on radio that all centres MUST accept all comers regardless of where they live. This is in recognition of the fact that the cities are saturated and you have testing centres in smaller towns sitting idle.

This sounded rather enlightened to me and makes a lot of sense. However, my son and his friends have called around to small towns within a 2 to 3 hr driving radius of Cape Town and were routinely given the brush-off "we don't take Cape Town people, you must live here in X".

I'd like to know for sure what our rights are and then, when the next such ass-wipe lazy bureaucrat tries this stunt, to ask them for their full name and employee number and offer to report them to the provincial traffic dept...

Or should we just lie and say yes, we do live in AssVille?

Its kinda funny but they usually do that and usually they ONLY do that with drivers licenses. as then they see the learners was done elsewhere. I don't think there is a hard rule for this though and besides, he can always say he is working, renting, traveling regularly to the town in that coming period and needs it there.

Belville + another one(both of which are basically in cape metro) is notorious for doing this in particular for when you are only doing your drivers test there.

Do it in the closest town to your holiday home. We have one on the west coast and my sister did her drivers at Veldrif. I mean really, it does not get much easier than that

The only catch here is you may not have multiple registration dates at the same time - ie One at Somerset West, one at Gordons Bay and one at Ashton. The eNatis system will anyway boot you off. But I know off a lot of people that go to Ashton and Caledon. Just tell them your in the area.

Pfft, like I will book here in Bloem. As far as I know there is nothing stopping you from booking elsewhere and thats what I intend doing.

If you do book outside or far away, you have to provide proof of residence in the area you doing the test in.

Get a friends address or something like that.

But that's exactly my question: I don't want to have to pretend to live in the town in question if they are ANYWAY obliged to service me. Has anybody checked out the actual "legal" or regulatory situation?
