If you looking for getting both accounts from one provider then I'd consider Axxess.
If you only need the international between 18h00 and 6h00 and on weekends, then you can get international for R45 / GB / month and local for only R10 / GB / month. If you want international to work all the time then you're looking at R59 / GB / month from them.
Otherwise consider just getting two Telkom Internet accounts. A 1 GB account is R79, so if you get two you can use the one account till you cap it, then use it as local and the other account as international. You can get a total of 3GB international and 20GB local for R158. The only problem is that after both accounts are capped, you have no international. This can be solved by getting prepaid international from Axxess, Webafrica, etc.
The ideal option in my opinion is to get an account from TI then get prepaid local and international from Axxess. In the beginning of the month you use TI for international and Axxess prepaid local (at R12 a GB it's the cheapest I know of) then when (if) the TI account gets capped you use Axxess prepaid (R70 a GB, or R55 a GB on the 626 accounts). In this case if you get the 1GB TI account, you can use a total of say 2GB (1.5GB from TI and 0.5GB from prepaid) international and 15 GB local for a total cost of R174 (excluding phone line and ADSL line rental).
Keep in mind TI 1GB accounts are R79 and usually give 1.5GB international and allow for 10GB local use after cap.
