Johannesburg - Vienna, the capital of Austria, is the city with the best quality of life, according to a survey by Mercer.

Cape Town, which last year occupied top position in the division for Africa and the Middle East, has dropped to fourth spot. South Africa's mother city is now 87th on the list of cities with optimum living conditions.

Dubai is now ranked first in the Africa and Middle East division.

Another South African city that shone in the regional section is Port Elizabeth.

Among the reasons given by international consultancy group Mercer for Cape Town's poorer performance is the violence the country experienced in May last year. More than 80 individuals were killed in what is regarded as xenophobic violence.

Vienna heads the global list of rankings, followed by Zurich and Geneva in Switzerland. Vancouver in Canada takes fourth place and Auckland in New Zealand fifth.

Mercer takes into consideration, among other things, a city's political situation, health services, cultural environment and economic circumstances.

I really like the way the say, "Another South African city that shone in the regional section is Port Elizabeth."

Cape Town, South Africa (87th)
Port Elizabeth, South Africa (93rd)
Johannesburg & Durban probably way off the list.

Gone are the days where SA Cities are compared to places for the rich and famous. (Nothing out of SA in the top 50)

Why?

Here are the 10 categories that cities were rated against:
Political and social environment (political stability, crime, law enforcement, etc)
Economic environment (currency exchange regulations, banking services, etc)
Socio-cultural environment (censorship, limitations on personal freedom, etc)
Health and sanitation (medical supplies and services, infectious diseases, sewage, waste disposal, air pollution, etc)
Schools and education (standard and availability of international schools, etc)
Public services and transportation (electricity, water, public transport, traffic congestion, etc)
Recreation (restaurants, theatres, cinemas, sports and leisure, etc)
Consumer goods (availability of food/daily consumption items, cars, etc)
Housing (housing, household appliances, furniture, maintenance services, etc)
Natural environment (climate, record of natural disasters)

I'd say the only category Dubai doesn't rate highly is the Socio-cultural environment ... and I guess climate (but that's only a part of a category)
