Slow Browsing of International sites over the weekend

Have you guys experienced slow browsing over the weekends of international sites? At times it is even slower than dial up? Is it Iburst or the UUnet backbone to international sites?

Well - until about 17H30 on sunday, even my dial-up was behaving pathetically on international and local content.
