Acronis True Image Home 2009 would do, I haven't used it myself but I here it does the job.

+1 Acronis is the probably the best software for doing this currently. Works every time for me.

HdClone - work well, free version a bit slow though.
Used it after I had just completed a system, installed and registered all the s/w, client then changed his mind and wanted a larger drive. used the package with two different drives, registered s/w, and it worked like a charm.
