Local IS and news.is.co.za download speeds?

I purchased Local IS 10GB from webafrica - and when connecting to news.is.co.za I am only getting download speeds of 2-6KB/s on my 384kbps ADSL line. Is this normal - I am sure in the past when I tried this (at least two years ago) - I was getting much closer to my line speed with Local IS and news.is.co.za ...
 
The stuff you are trying to download is not cached on the server locally, if it is cached, you will get full speeds.
