Jurisdiction of Cap...

I know why it is applied to int'l and domestic traffic: the contention ratios for the base station relays: One relay can only support 24 users at maximum speed, and users leeching off, say, ftp.saix.net, would slow it down for all users.
 
if you read the email you get with your usage report it says nothign about local capping, it says you will be put on a throttled international service, so it might be intl only
 
Just spoken to Shaun.

The capping is local and international, but he is fighting the local issue on our behalf. Let's hold thumbs.

My brain says the cap is based off of local + international usage, but when you hit it only international speeds are throttled. Local speeds are not throttled. Like ADSL.
 
well wait a second, all i'm going on is the email with my bandwith usage it says "Should you reach the 3.00GB cap on the combined total, you will be redirected to a throttled international service.". Of course all the information we have got before this has suggested local and international will be capped.

I have to say my logical thinking leads me to the same conclusion, however, looking at their bandwidth/data transfer word confusion, anything's possible

actually each station can support 5 * 24 users going at full speed and the UTs can support more than one base station at the same time

The ut's are able to switch between basestations, not connect to more than one, how many times do I have to tell you this?

its local and international but it looks like thats the hot topic now at wbs, i think with pressure from us and employees saying they should uncap local it might be done one day but right now i can confirm it is local and international that is capped

Do you mean we should pressure then to uncap local (so international counts to the cap, and once capped all is throttled) or do you mean they must unthrottle local after thye cap is reached through the accessing of international and local sites.

We are using cap and throttle and wat-not so interchangeable i am helluva confused.

local uncapped and local unthrottled means 2 completely different things . . the one is about what counts towards reaching the cap and the other about what happens after the cap is reached.
 
thats because they are sort of interchangable, although the main problem is we use the word cap as a noun. I mean they can count anhythign towards my limit, local and international, thats fine, but once I reach that limit and get capped (throttled to 64kbit) I want local uncapped (not throttled). This isn't really because local has awesome content but because it'll 1) allow us to use proxy services to have uncapped usage (like nukecap) and 2) it will promote the use of local cheaper bandwith, so a user will try a local mirror when getting a linux iso rather than just getting off any old EU mirror
 
Anyone have any idea where I can get the ranges of all South African IP's ?
