I have retested the line on Uniweb and it is now giving some very odd readings which are indicative of a problem on the exchange side. Please call Telkom on 0800 375375 and ask them to recreate the port for you line. If they are reluctant to do so, explain that you were instructed to request the recreate by your ISP after testing the line. Having done this, check if the latency problems persist and let us know.

My Billion router shows 17 db for downstream then 22 db sometimes
My Aztech Router shows 13 for downstream down to 7

could be a faulty modem cos with that values you wont connect at all

also how many telephones do you have on the line and are they going thru filters and the modem not going thru the filter

is there a audible noise on the line or is the voice distorted a bit ?

Try this take the phones off also switch off the modem for 5mins then switch on the modem with out the phones then check the snr and attenuations and then post
