Haven't they (the embassy) heard of 3G networks?
If this is true, which I doubt, then this is pathetic from all sides.

Perhaps they use sharecall, or they don't want to expose their customers to unnecessary costs or they need Telkom for the number of incoming lines to avoid lengthy delays especially for their own citizens.
