Can't see why you're confused by this statement. One can still have 'fantastic sales' and also a serious piracy problem, even in the same market - there is no contradiction. The sales can be fantastic in historical terms. Besides, piracy is a major problem in certain geographies, but not everywhere. You can get the worldwide piracy stats (pdf) from the BSA website (study done with IDC).
