Reading Neotel Map coverage

Has anybody noticed that there are red lines on the map. According to a Neotel guy at autopage this means that fibre has already been layed and they just need to swithc it on. Anyone know if this is the case?
 
In that case I should have fibre running right in front of my house. :rolleyes: Not.
