Actually it is not so much new rules but more stringent enforcement of rules that have always existed but refs have been lenient on.
The big one is the tackle. The tackler must now totally release the tackled player AND the ball before getting to their feet and contesting. Pretty much I think Aus and NZ were getting peeved that we now had one of the best stealers in the game and decided they now needed to get rules enforced to make sure we stop winning. Notice how the rules seems to change whenever we win something (world cup, trinations).

The other is players moving towards the ball when it is kicked ahead. You now cannot move an inch in the direction of the ball otherwise you will get penalised. The refs used to only really apply this if you were within 10m and used to be lenient in other cases.
These are the changes I have picked up so far. They have resulted in a lot of penalties in the warm up matches.
