Saw the advert in the Citizen on Friday. Company is called Direct Deals at the Woodmead Value Mart.

SVA 3-IN-1 Photo/Slide/Film Scanner for R699

Is that a good price or is there a better machine out there?

Sounds too cheap. Three pages of Google didn't yield any hits (other than you), so I'd be wary. Rather look at something like a Canoscan 4400 or one of the Epson Perfection models.
 
there were a few reviews on Amazon... albeit for an SVP slide scanner... the ad must have got the name wrong.

Apparently it is a solid machine and goes up to 5 MP... but the resulting image quality is not the best.

What price can I expect to pay for the Canoscan or the Epson?
