This is an issue that I have given some thought as well. A wifi access point on every second pole, delivering broadband to households in the whole neighborhood. I think the problem comes in with licensing. In the US the 2.4 GHz spectrum is open, which means that you can do with it what you want. This encouraged a great deal of innovation, like providing wireless broadband to various areas. To the best of my knowledge the 2.4 GHz spectrum is ‘licensed’ in SA, but maybe somebody with more knowledge can confirm this.

Isn't it illegal for you to have a WiFi network crossing a property border? 
Now if only that law was to change ...

2.4 is ISM band - no license required. The equipment is totally legal. Its the use thereof that is under hot debate ( like crossing property boundrys)
