Who is Afrinic?????

Can anyone fill me in who or what is AFRINIC. I get several port scans from them, including ports that have nothing to offer except using as a back door. I phoned the number on WHOIS database, with no answer. It seems like it is based in Mauritius????
The scans vary from minor to severe!

AfriNIC is a non-government, not-for-profit, membership based organization, based in Mauritius to serve African Internet comunity. AfriNIC is the Regional Registry for Internet Number Resources for the Africa. Membership is open to anybody. Its policy development process is open to anybody without any specific requirments.
