Should my local downloads with MWEB currently also be slow?

If I connect locally with an Axxess account I can download at 300kbps but same site with MWEB locally is 32kbps:confused:
 
Well, yes and no... The current upstream problems with SEA MW 4 have resulted in MWEB killing many download packets, apparently they have applied the rule across the board making no differentiation between local (which has no problem) and international. I have the same problem...

Basically it is normal for now having my local downloads so slow with them. Great 1st evening with a 4mb line and its slower than my 384k was
