Streetlamps on during the day

I constantly see streetlamps on during the middle of the day, without the presence of Eskom streetlamp repair trucks.
Why is Eskom so retarded?
They leave streetlamps on during the day, then complain there is not enough power and increase the electricity prices for everyone saying "theres not enough power" when they're clearly wasting a lot.

The funniest moment was when they had load shedding during the middle of the day, at an office I was visiting in Salt River, Cape Town, I looked out the window, and the streetlamps were on.
 
This infuriates me too! But I read article somewhere earlier today that (I think it was in the Cape) the local authorities leave the street-lights on to combat theft of their cables ..... I guess that a 'live' cable is more of a hazard to the thieves? :erm:

Plagued by the widespread plundering of its substations and power lines, city electricity services had been forced to keep certain areas of streetlights burning during the day to help prevent and monitor the occurrence of cable theft.
