Stephen Timms was easily elected during the latest british elections. East London is mainly populated by muslim people.

Do you believe religion or racism is behind such a vicious attack ?

It is too early to tell in this particular case. But in some cases of such violence, the motives have been made clear:

But I do not think it wise to enact wholesale exptrapolation and assume general applicability to freak incidences. Exactly what percentage of all crime are these types of offences?

All generations within humanity from all ethnic and cultural groups in everytime and in every place are faced with the same challenges of combatting oppression, discrimination, cultural unrest and war hysteria. The specific state of societies or communities globally (and their inter-relationships) are impacted upon by a multitude of factors. At various times, some groups are more (or less) successful than others. The human race, however diverse, is one race/species, and these are challenges that are common to all.

The fact that there will always be vice in society is a given, but humans have shown themselves to have greater tendencies towards good and towards cooperation, and the default approach seems to that of friend, rather than foe.
