Within certain contexts you may be able to do this. E.g. With Switch Telecom's Hosted PBX solution, if your number is provided by Switch Telecom (or ported to us), we can ring multiple SIP extensions and one or more external Telkom lines or cell phones (simultaneously or in sequence).
The problem with the above, however, is that it is somewhere between hunting and call forwarding, because if the external line (Telkom or cell phone for example) is answered, you will incurr a call forwarding cost. But at least is possible from a technical perspective.
In terms of call forwarding, Telkom only provides an unconditional divert. They do not offer the feature to divert on unavailable, unanswered of busy.
However, full forwarding functionality is available with Switch Telecom. E.g. If you port your number to Switch Telecom, it can be configured to divert to a Telkom line if the SIP phone is offline and/or if the SIP phone is busy and/or if the SIP phone is not answered after X number of seconds (where X is configurable).
It is a pity that Telkom's ForwardCall is limited to unconditional diverts. A divert on unavailable would be very useful for switchboard lines in instances where the line is out of service. At present, if the Telkom line goes out of order, it takes hours to get them to manually program the divert to another number as you have to send a fax to them and wait for them to process it (which is tricky if your fax line isn't working).
