If Durban in deed do win the bid to win the 2020 Olympics this may be very well the case seeing that there is currently a housing crisis and it's not likely to be solve within the next decade.

Rio de Janeiro is hosting and they have an even bigger crisis with slums or should I say favelas :erm:
 
Uhm. The IOC have an entire manual on the Olympic Village with requirements on everything.
