And they call themselves independant:

"ICASA’s address and telephone number will be supplied to you by Vodacom’s Customer Care, or can be found in the government pages of the Johannesburg Telephone Directory."

Say's it all really, doesn't it?
 
Heya, sorry if i wasn't clear before, had just finished studying statistics.

What I intended is that because ICASA is listed in under the Government section of the phone book, they aren't really all that "independant". They should be listed with all other private and independant organisations, such as companies etc. in the white pages.

Them being listed under the Government section suggests that the government controls them, which would tell us why derugulation has taken such a long time, due to the fact that the Gov is the majority shareholder in Telkom.

Im not sure if this is maybe a hang over from before, when ICASA was known as SATRA, which was government controlled as far as I know.
