I wonder what Telscum would charge for an unbundled line if it comes into effect

Ofcom has issued a proposal that is open for comment until 10th October 2005, whereby a ceiling will be applied to what BT can charge providers for a fully unbundled line. A fully unbundled line is one where the copper line is disconnected from any BT DSLAM or telephone service and connected to the other providers kit, who can then provide DSL or PSTN services as they wish.

The proposed ceiling figure is £81.85, which is actually marginally higher than what BT set as the annual rental price when it reduced pricing from £105.09 to £80.00 on 1st August 2005. For those wanting to read more on this visit http://www.ofcom.org.uk/consult/condocs/llu/.

The imposition of the £81.85 ceiling is not going bring about a rapid sea change in LLU, but it should help to boost confidence that BT cannot suddenly increase the line costs and ruin the economic models used by LLU providers.

This is exactly what ICASA should do here to protect the economic models of any new providers.

I certainly hope that the local loop is not only opened to the SNO. IMHO it really needs to be opened to the likes of Axxess and WebAfrica then we will really see true completion as we saw with the recent ISP wars.

Yep, I totally agree. It should be open to other ISPs, etc too. But Telkom would probably try and charge them astronomically high prices for the unbundling - so much so that it will not be worth it.

If they could charge something like the above, or say even twice that much I think it will be great and we would see some kind of ADSL pricing war - ooooh if only this could come sooner that later.

I just hope we can soon see the real power of ICASA – if any, and hope Telkom can stop bullying everyone in its way.

I can not see them being allowed to charge anything more than they currently charge for POTS line rental, hopefully it will be less if you do not have an active voice service on the line and just use it for ADSL access.

At 80 pounds a year for access to the LL it works out at roughly R80 per month, which seems quite heafty. That's effectively the cost of out Telkom POTS line rental.

No - it's not high - it's extremely low - now the other ISP have access to the LL so he can decide what to charge for. At R 80 per month (Less than our phone line rental and ADSL line rental individually)

We are currently paying R 477 + R72 for ADSL 512 - that's 7 times more.

Teklom will charge line rental + installation fees.
ICASA will tell them to get stuffed.
Teklom will fabricate expenses and maintenance costing details to proove that their profit is zero, without actually producing any hard evidence. This is a stalling tactic and it will force the SNO into a corner.
SNO will start making deals with teklom in the back-room so that they can get up and running, and this is what teklom wants, ICASA is in effect bypassed.

Im still wondering why the SNO SHOULD charge any less than Telkom *spit*. Surely they would get a lot of businees just from the anti-Telkom feelings in the country, then they too would reap the rewards of an inflated pricing structure?
People in general dont seem willing to cancel their ADSL lines in protest, so what is the real damage to Telkom or the SNO going to be?
