ICASA became more proactive, says Ovum

The South African telecom regulator, Independent Communications Authority of South Africa (ICASA) has taken a more proactive role in regulating the market in 2009-10 with finalization of several retail and wholesale regulations, according to Ovum.
 
The day they return a phone call (as you just get answering machines), I will believe this.
 
So, they were voted as the biggest failure i.t.o. SA broadband improvement for 2010, and now we see a report claiming that they have, in fact, become more active in the same period. That kind of highlights how utterly and ridiculously useless they have been in previous years!
