R30,000 per day DoC contractors: Some strange figures

Expensive litigation is a side effect of badly written regulations and inability to come to a win-win conclusion at the crunch.
 
While the table of costs makes sense (legal opinions don't come cheap), the HDI table looks like a copy and paste job gone wrong.

I am also confused by those figures. Hope I get feedback about it soon...maybe there is a logical explanation.
 
It could be that the first table refers to "consultants" as the consulting company, whereas the second table refers to the individuals working for said consultants.


/but that's stretching it just a little bit!
 
what is the bet that the legal consultants all belong to the same national association which advocates democritizing the legal system through destroying it

30k a day on an opinion is a problem on 3 fronts (1) there isn't a clear demonstrable case of the opinion being decisive in the issue - so you spend 150k for counsel to tell you that you have a case and can defend the litigation, you still have to actually defend the litigation, the same opinion can be sought for much cheaper (2) the need for the DoC to seek such legal opinions indicates that the state law advisors office is not being used properly and that between ICASA and the DoC things are amuck. (3) there is overwhelming reasons to sniff illicit payments in the system.

If you look at what ICASA wants to remunerate in house legal counsel you can see the problem. ICASA instead needs to have a properly remunerated and properly equiped legal team. When people think of the ICASA Director of Legal Services they should think of the expert on communications law. Instead while requiring an LLB ICASA wants to remunerate on the same footing as candidate attorneys. Obviously crap is going to happen.

The value of highly independent legal opinion cannot be overstated and somebody has to pay for the silk gown and ugly briefcase that accompanies some of the opinions (interestingly if you look at the HDI table though it suggests that advocates where not used but rather a single attorneys firm, although they may actually have done the briefing but that possibly messes up the HDI if you used the firm to source the opinion but they in turn briefed counsel who may be purple for all the DoC knows). But the DoC needing that many opinions defending litigation - rather than instituting it - is nonsense. The DoC should have sought legal opinion on considering replacing DVB-T before opening its mouth and starting what will inevitable require legal opinions to be sought for litigation - because regardless of what SADC decides (or fails to decide) somebody isn't going to be happy. That way they could have told Brazil "sorry chaps, we can't change course a legal opinion costing us R60 000 clearly says we can't legally change course at this point. You know we tried on this pesky issue lets continue with the trade talks ..." to keep Brazil happy 60k isn't a bad idea, hell its worth translating the opinion into Portuguese and letting their lawyers look at it.
 
Wouldn't surprise me if there was nepotism involved? Who are these contractors related to?

I think I did the wrong degree... Although I don't have the right contacts(comrades) either?
 
Would have loved to be a sub contractor on one of those jobs. Eish its nice on this gravy train.
 
atleast we now know where a lot of tax money is being waisted while people are suffering from hunger and cold in this country
 
If 2 people make up 44% of management, then the total people employed is 4.5454.:wtf:

The 30k isn't that much of a problem. 30k/4.5454 = 6600 / 8 = R825 per hour. That not too far off the mark for legal services.

EDIT: On second thoughts thats not right. There could be HDI's in management that aren't working on this case.
 
I was thinking .. R30k is a couple of month's worth of tax just from me to fund one of those contractors.

Also if you consider that ******* Roy & Nyanda before him living it up in 5-star hotels with their official residences just around the corner. Roy alone cost us 2 million, that is excluding the amount we taxpayers already paid for his bed at home which he 'preferred' not to use. So work out how many months you had to work for your tax money to bankroll them to live like kings. And for what? Tell me one thing, one thing, that Nyanda for example did to revolutionize the comms industry or that justified his salary. Insult after injury - while you & me were slaving away to fund their little excursions they were building up their own fortunes with tenders and whatnot.

History will show that the ANC systematically sucked this country dry.
 
I am sure if you have a look at the millions, and maybe even billians that are wasted byt these clowns and by telkom, they could have taken away the copperlines and replaced them all with fibre for the entire span of this country! Telkom/ANC/government works like this. If it aint broke, try to fix it, if you cant fix it remove all evidence that you tried. If it gets stolen dont repalce it, ignore it some other technology will replace it eventually.... How much does it cost telkom each day/week/month/year to repalce the stolen copper? Surely that can just start to replace those area's that are getting stripped regularly? Or are the people at telkom part of the problem, maybe they get a kick back for the thieves? Mobile is taking over only because of mismanagement of the infrastructure and incompetance. Yes mobile is growing, but there should also be a growth in fixed line broadband, not 140 k subscribers lost !
 
hi i'm an advocate r30 000, 00 a day is not that bad but 5 days for an opinion probably is depending on the length of the opinion.
