A technicality, but Mncube was referring to the DoC in particular. Perhaps a failing in the headline, but it also doesn't really contradict your points.
 
@ 70 years old does he know anything about the newest technology - His grandchildren probably knows more than him :D

My thoughts exactly. Does someone living on "borrowed time" and working for the ANC actually give a crap about the rest of the country?

The problem is that ICASA REALLY IS a puppet, to government, the ANC, and the mobile operators. So they do whatever everyone tells them to do. THEY ALWAYS AGREE with these parties. So his statement is actually factually correct.

So here we have another Government agency living in denial ... or perhaps they know it and they're just trying the old smoke and mirrors trick.

Either way they ain't even remotely convincing.
 
well maybe and this is a big maybe, he doesn't care what they say and oppose them toothless and barking up the wind
