MyGaming: Call of Duty: Black Ops PC patch 1.04 live

lol, they fkn wish, it took them that long to make a crap patch that made the game worse, connection interupted is now almost every game, 10mb/s adsl, on a i7 /hd5770, stuttery lagfest
 
It runs as smooth as glass on my i7 PC GTX 580 - 60FPS doesn't budge ( Limited at 60 with V Sync )
 
what and where is Vsync, settings situated, is that the sync every frame?
