ADSL accounts with 16kbps and 64kbps throttling after cap from 1 Nov

Anyone know which ISPs will be offering ADSL accounts with the new 64kbps throttling after cap option from 1 November and if the throttling will work this time?

In Telkom's technical brief Telkom gives the option of 16kbps and 64kbps throttling. Does this mean that all users get 16kbps currently and this will stay the same from 1 Nov. Currently this does not work AT ALL, so does anyone know if the 16K or 64K throttling will work from 1 Nov? Also the description of the throttling in the technical brief namely "throughput limiting by means of QoS" doesn't make me believe that throttling will work properly from 1 Nov.

So the fact that the ISPs aren't saying which one of the two throttling options they are going to use/using and the fact that we don't know if throttling will work from 1 Nov, makes me unsure if I should take that into consideration in choosing which ISP I am going to use.
 
Some ISP's will offer the throttle to get to their website and topup. It wont allow you international access etc.
 
It doesn't mention "local access only throttling" in the technical brief, so how do you know for sure that the throttling will be limited to local?
 
That 64kbps will be shared amongst all of their clients, ie it wont work
