What Hardware to upgrade to play GTA IV?

I wanna play GTA 4 on medium to high graphics but I cant even get 10fps on my specs.
What do I need to upgrade that will let me play on medium graphics without any lag?

My specs. (its a really old pc): :(

*Pentium Dual Core 3.0GHz
*2gig DDR2 Ram
*Asus HD5670 1GB 128bit Graphics Card
*550Watt Coolermaster PSU

GTA 4 was ported from the console, which is why it performs so poorly.

You'll basically be looking at a high end gaming machine to be able to get a decent framerate on high settings.
CPU: Core i5 2500K (Sandy Bridge) with a decent cooler (eg. Cogage True Spirit) and overclock it to 4.4GHz
Motherboard: P67 chipset
RAM: 2x 2GB DDR3
GPU: GTX 570 / Radeon HD 6950
PSU: A decent 500W PSU should suffice
 
Might be overkill but I can play GTA 4 on my upgraded computer at full resolution on my 24 inch 1920x1024 monitor with no hickups at all
my specs:
Core i5 760 2.8 Ghz
Gigabyte P55 UD3 motherboard
4 GB 1600 DDR3 RAM
AMD Radeon HD 6870 with latest drivers
Win 7 Ultimate x64
2x 2TB HD's
It Runs 2 x 24inch monitors like a dream

You could probably get a newer sandy bridge setup for similar cost (around R11k)
 
make sure you patch the game too if you don't have latest version, it gives more graphics options.

Just get a quad. Any quad. GTA IV is just one of those games that need extra cores to perform well.

Minimum:
Core 2 Quad clocked round 3.0GHz +, the more the better
4GB ram
4870/260 (512mb cards can forget about it)

..will result in playable/enjoyable 1920 res with decent settings.

Trust me, I researched this subject pretty anally! ;)

GTA IV is ridiculous with regards to the graphics on PC.

The patches really started to make a difference round 1.0.4.0, and as has been mentioned before, it reacts most to the CPU, it's basically moderately clocked quadcore or go home.
