Radical revamp of the English Youth Sytem!

Would like to see this up and running! If they restrict the overage players to 2 or 3, then the benchwarmers of the top sides can get regular competitive game time.

I reckon this U21 league with exceptions (2/3) will be awesome. It will also change the role of benchwarmers... the lighties will have enough time to prove themselves in a competitive environment and if they are not doing that great then let them go. It will also make contract discussions much easier as no youth player will get a contract long that their 21st birthday. Makes the whole squad management thing much more stream-lined.
