the minister has a lot to say about how the bill will reduce prices etc etc etc - i think she is partly right in that the new licensing system will be helpful in allowing other players to roll out infrastructure at a district and local level

but the real power to do something about it still rests with the DoC

put another way - there is nothing in the bill which will on its own force telkom to lower prices - we are still going to be depedent on the vagaries of the Minister and the ineffective ICASA (or whatever it is called)

How Independant is ICASA if they are still set up and controlled by the goverment. Can this be why they want to change it to e-CASA. since they are not really Independant at all ?
 
Wording

I think the fact that they want to manage infrastuvture apart from service-provision could indicate that LLU and SAT-3 could be on the cards.

Well, I certainly hope so.

haven't seen the final document but word is that a "compromise" was reached on the selection process and the parliamentary portfolio committee on communications will still be involved in the selection of councillors
 
How right would I be stating that, Ivy wanted to have full control of who was selected? The compromise was that the National Assembly would now give her a list of who to choose.. Of course this still means she has a lot of control of who actually gets into position there and still ends up pulling all the strings.. Still not independant though :(

It doesn't really matter who she chooses, as long as the oversight committee remains in place with full transparency of proceedings, and is not derailed a la SCOPA and Gavin Woods...
 
Will WISPS be legal once this bill becomes law? When, roughly, will it become law?
